City of Magdeburg and Elbhafen Projekt GmbH involve the public in the “Fahlberg-List” district development in the south of Magdeburg

For the Elbhafen Magdeburg project, the largest neighborhood development in the capital of Saxony-Anhalt, early public participation has taken place. At a citizens’ assembly, the City Planning Office of the capital city Magdeburg and the project company Elbhafen Projekt GmbH, together with commissioned planning offices, provided information on the current status of the zoning plan procedure and the next steps yesterday (January 17, 2024). The City Planning Office invited the interested public to the former Fahlberg-List industrial site in the southern part of the city, receiving consistently positive feedback. In addition to a presentation of the goals and visions of the large project, around 200 attendees were also offered a tour of the approximately 30-hectare area. Opinions and suggestions regarding the project could be expressed in a discussion round.

The Elbhafen Projekt GmbH created the conditions for early public participation last year: In preparation for the draft of the development plan, the urban master plan was presented to the Committee for Building, Urban Development, and Transportation in the spring of 2023. On December 19, 2023, the project company handed over the draft of the development plan for the future urban quarter to the City Planning Office of the City of Magdeburg, where approximately 3,000 apartments, workspaces for about 1,000 jobs, and numerous green and open spaces are planned to be created. Since December 21, 2023, public stakeholders have been given the opportunity to provide comments. In their capacity as public stakeholders, authorities, associations, offices, and other affected institutions can express their positions on the planned neighborhood development until January 31, 2024.

“The early public participation according to § 3(1) BauGB serves to identify private concerns and interests. In the further process, the identified private and public concerns will be weighed against each other and among themselves,” explains Elke Schäferhenrich, Head of the Binding Land Use Planning Department in the City Planning Office. An important goal of the development plan is to design the approximately one-kilometer-long shoreline of the property as a publicly accessible promenade after the project is completed and to create space for the continuation of the Elbe Cycle Path. The public participation also offers the project company the opportunity to engage in a dialogue with the city’s residents, local businesses, and other stakeholders: “Through public participation, we actively involve them in the early stages of the project’s further planning process.”

The ELB Hafen – former Fahlberg List project is based on the concept of a future-oriented symbiosis of living, working, culture, and leisure. It will create an attractive space for living and recreation, with a strong focus on the skilled professionals and their families who are moving to the capital as part of the Intel settlement.

About Elbhafen Projekt GmbH: Elbhafen Projekt GmbH has been the owner of the former Fahlberg-List site in the south of Magdeburg since June 2023. The project development company, majority-represented by a fund represented by DLE Land Development and the two minority shareholders MAVA AG and the Magdeburg-based Eterra Group, will realize a sustainable and livable neighborhood with approximately 3,000 apartments and workspaces for about 1,000 new jobs on the approximately 30-hectare area directly on the Elbe in the coming years. In addition to various residential typologies and forms, as well as diverse commercial usage concepts, public spaces with high-quality amenities are an integral part of the forward-looking neighborhood development.
