Potsdam city councilors adopt a key decision for “Kirchsteigfeld”
Berlin-based DLE Land Development GmbH is developing an approximately 9-hectare area in the Drewitz district of Potsdam, Brandenburg’s capital, known as “Kirchsteigfeld”. On April 10, 2024, a majority of the members of the Potsdam City Council passed a key decision regarding the development of the Kirchsteigfeld site.
With this key decision, the Potsdam City Council has defined individual planning objectives for the upcoming development plan procedure and the zoning plan amendment. According to the updated urban development concept, residential, commercial, and other uses will be permitted in the planning area in the form of an urban area. The concept is based on a mix of 40 percent commercial and 60 percent residential. The owners and the City of Potsdam have agreed on the Potsdam Building Land Model. This provided the basis for rental and ownership housing as well as social and cultural uses, including a day care center.

This gives the remaining and still undeveloped part of the planned area the opportunity to complete the quarter designed in 1991. The new mix of uses is now geared to the current and zukünigen future needs of Potsdam’s population and at the same time complements the existing eastern part of Kirchsteigfeld. In particular, the increased share of new residential construction can have a positive impact on Potsdam in the long term.
DLE project manager Markus Hofmann: “The majority approval is a positive signal from Potsdam and lays the foundation for the further process of amending the development plan to create a contemporary, attractive district. In order to meet the current and zukünigen future needs of the site, the urban district was chosen as the zoning instrument. This serves the model of a “city of short distances”.
Kirchsteigfeld, located southeast of Potsdam in the Drewitz district between Ricarda-Huch-Straße and the A115, comprises a total development area of approximately 89,000 square meters. The area to be developed by DLE on behalf of the owners is intended to complement the existing development on the Kirchsteigfeld.
A goal of the development is to maintain the master plan of the architects Krier & Kohl for the entire “Kirchsteigfeld”. The specified urban structure allows for a contemporary and sustainable mix of uses, primarily commercial and residential. This allows for a long-term and flexible response to changing market situations.
The existing retail trade in the central service area is to be strengthened and sensibly supplemented in the future. However, existing retailers will not be displaced. Up to 1,600 new jobs can be created on the project site, and approximately 1,000 apartments will provide a variety of housing options for approximately 1,900 residents.
